Effect

Places a temporary buff on a single target that shortens their Fixed Cast Time.

Cast Time in the majority of skills consist of 20% Fixed and 80% Variable portions. In those cases, this skill reduces Cast Time by up to 10% of the total amount.
Can be cast on everyone in PvM, party members only in PvP, and allies and guildmates in sieges.
Can be cast offensively similar to Impositio Manus, but do note some servers taking this as a bannable offense.
